Slumped Over the Wheel, Engine Running

East Hampton Village police, responding Sunday morning to a call reporting a woman slumped over the steering wheel of a 2010 Toyota Prius, engine running, ended up arresting Phyllis Dewitt Chase, 58, of East Hampton, on charges of driving while intoxicated.

According to the police log, an officer had to rap three times on the driver’s side window to awaken Ms. Chase, whose car was parked at the train station. After failing roadside sobriety tests, she was taken to Cedar Street headquarters, where a breath test reportedly produced a blood-alcohol reading of 0.17.

During her arraignment on Monday, East Hampton Town Justice Steven Tekulsky pointed out that the reading was “over twice the allowable limit.” He released her without requiring bail, but with a future date on his criminal calendar.

Also on Sunday, in the early morning hours, Mauro A. Albarracin of East Hampton Village, 28, was arrested on the same charge. Town police said they saw him swerving repeatedly across the double yellow line on Amagansett Main Street, leading to the traffic stop.

Back at headquarters in Wainscott, according to police, he agreed to take the breath test but tried to alter the result with a “series of short breaths” into the machine, producing a result that police called “insufficient.” Despite that, they said, they obtained a reading of 0.09, over the threshold of 0.08 that defines legal intoxication.

He too was released without bail. “Nice to meet you,” he said to Justice Tekulsky Sunday morning at the end of his arraignment.

Edwin Jonathan Burhuan-Guiracocha, 20, of Southampton, was arrested after driving erratically on North Main Street, East Hampton, in the early morning hours of Nov. 25. His breath test resulted in a 0.12 reading, police said. Justice Lisa R. Rana released him without bail later that morning.

Southampton Town police arrested an East Hampton man on D.W.I. charges Saturday morning. David Israel Romero-Leon, 26, who was pulled over on Montauk Highway in East Quogue, was arraigned in Southampton Town Justice Court later that morning. Bail information was unavailable.
