An Unexpected Holiday The cheering, flag-waving, kids-on-their-shoulders crowds that turned out for Bill Clinton wherever he went last weekend were clearly the right prescription for the President's legal headaches. Managed Care Reform In his radio address at the Amagansett Firehouse Saturday, President Clinton talked about the proposed Federal Patients Bill of Rights, a consumer-protection move in the Senate and the House to reform and regulate private managed-care companies. Lives, Not Money A recent account of a draft report by an aviation industry task force on the Flight 800 tragedy of July 17, 1996, which was completed almost two years after the accident, indicates that airline passengers will have to continue to pay their money and take their chances.
